The majority of respondents reported receiving less than one hour out of their cells daily, with most being offered only 30 minutes.
Prisoners Describe Horrific Conditions
Donte Hatcher, a representative from New Jersey Prison Justice Watch, expressed concern over the human suffering caused by these extended periods of isolation. Paul Boyd, a former prisoner, vividly described his experience in solitary confinement as being “buried alive” and losing his sense of time and self. The isolation led to physical and psychological deterioration, including muscle atrophy and hallucinations.
State Officials Deny Violations
Despite the survey findings, the New Jersey Department of Corrections has denied any violations of the law. Spokesman Dan Sperrazza cited infrastructure issues and disruptive behavior from inmates as challenges to implementing the act effectively. However, prison justice advocates have criticized the department for making excuses instead of addressing the problem.
Negative Health Impacts of Isolation
The survey revealed that 66% of respondents experienced physical and mental suffering due to solitary confinement. Prince Alvarado, another former prisoner, highlighted the long-term consequences of extended isolation, including PTSD, self-harm, and reduced access to medical care.
Recommendations for Improvements
The prison justice group has called for increased oversight of correctional facilities by the Office of the Corrections Ombudsperson. They also urge stronger reporting requirements from the Department of Corrections and the creation of oversight bodies for major state prisons.

While denying violations of the law, the Department of Corrections has acknowledged the challenges faced in improving confinement conditions. They have advocated for increased funding, highlighting the need for infrastructure investments.

The report has been shared with Governor Phil Murphy’s office and legislators who supported the 2019 law. Prison justice advocates hope to see lawmakers address the alleged violations and ensure that the law is implemented effectively to protect prisoners from the detrimental effects of prolonged solitary confinement.
