Russia’s Energy Assault on Ukraine
Russia’s relentless attacks on Ukraine’s energy infrastructure are aimed at plunging the country into darkness and cold ahead of winter, according to Josep Borrell, the EU’s foreign policy chief. Borrell emphasized the urgency of Western allies stepping up air defense support for Ukraine.
Energy Crisis Worsens
Since Russia’s invasion in February 2022, Ukraine’s energy system has endured targeted attacks, leading to rolling blackouts and limited electricity supply. These attacks have intensified in recent weeks in anticipation of winter. The International Energy Agency estimates that Ukraine’s electricity supply shortfall could reach 6 gigawatts this winter, approximately a third of peak demand.
Borrell’s Plea for Support
“Russia wants to put Ukraine into the dark and the cold,” declared Borrell. He stressed that Ukraine’s energy production capacity has been significantly reduced, creating an urgent need for support. “We must provide Ukraine with military capacity and electricity production capacity to prevent severe hardships during winter,” Borrell implored.
Financial Aid and Air Defense
European Commission President Ursula von der Leyen announced a 35 billion euro loan to support Ukraine’s economy and military. Borrell emphasized that both financial aid and enhanced air defense are crucial. “It doesn’t make sense to provide generators that could be destroyed later,” he stated.
Russia’s Continued Armaments
Borrell raised concerns about Russia’s ongoing acquisition of new weapons, particularly from Iran. “Russia has been receiving arms, notably missiles from Iran,” he claimed, despite Iran’s denials.
Zelenskyy’s Victory Plan
Western officials await details of President Volodymyr Zelenskyy’s “Victory Plan,” which he will present at the UN General Assembly. Borrell emphasized that Ukraine must improve its military position to enter peace negotiations with strength. “The Victory Plan outlines the path to wage war, while the Peace Plan focuses on achieving peace,” he explained.
